At the centre of Odisha’s emerging proposition is an attempt to connect state-level industrial infrastructure with India’s wider effort to become a participant across more stages of the global semiconductor value chain.
The state’s presence at SEMICON India 2026 in New Delhi comes as semiconductor production worldwide is becoming increasingly distributed across countries and regions, with governments seeking to develop domestic capabilities in chip manufacturing, packaging, materials, equipment and design.
For Odisha, the opportunity is not limited to producing conventional semiconductor components. The state is seeking to establish capabilities in areas that are becoming increasingly important to next-generation electronics.
SILICON CARBIDE MOVES INTO THE SPOTLIGHT
One of the key developments is the planned Silicon Carbide semiconductor project by SiCSem in Khordha.
Silicon Carbide is used in power-electronics applications where high efficiency, high-temperature performance and power-density requirements are important. Its applications extend across electric mobility, renewable-energy systems, industrial equipment and other high-power technologies.
The project therefore gives Odisha an entry point into a semiconductor segment linked to several rapidly developing global industries.
ADVANCED PACKAGING ADDS ANOTHER LINK
Odisha is simultaneously seeking a role in advanced semiconductor packaging.
A planned advanced glass-substrate packaging facility by 3D Glass Solutions at Info Valley is expected to add capabilities involving glass substrates and advanced packaging technologies.
Packaging is increasingly important in the semiconductor industry as manufacturers pursue greater performance, miniaturisation and integration without relying solely on traditional improvements in chip fabrication.
For Odisha, developing both semiconductor-device and packaging capabilities could allow the state to participate in more than one segment of the technology supply chain.
DELHI MEETINGS BRING STATE AND NATIONAL STRATEGIES TOGETHER
The semiconductor push was a prominent part of Odisha’s engagement at SEMICON India 2026.
Chief Minister Mohan Charan Majhi inaugurated the Odisha Pavilion at Yashobhoomi, where the state is presenting its investment opportunities, semiconductor projects, infrastructure and policy framework.
On the sidelines of the event, Majhi held discussions with Union Minister for Electronics and Information Technology Ashwini Vaishnaw.
The Odisha delegation also includes Electronics & IT Minister Dr. Mukesh Mahaling and Chief Secretary Anu Garg, highlighting the importance being attached to the sector at both political and administrative levels.
The engagement comes as India attempts to build a semiconductor ecosystem that can connect domestic manufacturing with international supply chains.
FROM INDUSTRIAL LAND TO GLOBAL SUPPLY CHAINS
Another element of Odisha’s proposition is the planned large-scale manufacturing infrastructure.
An 871-acre manufacturing park has been proposed for information technology, semiconductor and electronics-related industries. The proposed development is intended to provide infrastructure and connectivity for companies looking at establishing manufacturing operations in the state.
The significance of such infrastructure goes beyond attracting individual factories.
A functioning semiconductor ecosystem requires a network of suppliers, packaging and testing facilities, equipment providers, logistics companies, engineering services, research institutions and skilled workers.
If those connections develop around the proposed industrial infrastructure, Odisha could potentially move from an investment destination based primarily on land and incentives toward a more integrated technology-manufacturing cluster.
WHY THE GLOBAL INDUSTRY IS WATCHING
The semiconductor industry has become strategically important for economies worldwide because chips underpin automobiles, telecommunications equipment, artificial intelligence systems, industrial machinery, defence technologies, consumer electronics and energy infrastructure.
This has prompted governments in the United States, Europe and Asia to pursue policies aimed at strengthening domestic or allied semiconductor supply chains.
India’s semiconductor programme is part of that broader transformation.
For Odisha, the immediate challenge is converting approved and announced projects into operating facilities and building the ecosystem around them. Global semiconductor companies typically assess much more than land availability when selecting locations, including power reliability, water and utilities, logistics, technical talent, supplier depth, regulatory conditions and proximity to customers.
AN EASTERN INDIA ENTRY POINT
Odisha’s emerging semiconductor strategy consequently represents a larger question for India’s technology geography: whether advanced electronics and semiconductor manufacturing can develop significant clusters outside the country’s traditional technology centres.
With Silicon Carbide, advanced packaging, chip design and electronics manufacturing being developed or pursued together, Odisha is attempting to create such a cluster in eastern India.
Its success will ultimately depend on execution, investment conversion and the ability to connect local manufacturing capabilities with international technology and supply-chain networks.
