Cuttack’s Naraj emerges as a strategic location in Odisha’s push to build a semiconductor manufacturing and innovation ecosystem

BHUBANESWAR — Odisha is positioning itself for a larger role in India’s semiconductor ambitions by developing an 870-acre dedicated land bank at Naraj in Cuttack, alongside infrastructure and connectivity aimed at supporting future electronics and semiconductor investments.
The Naraj site is being projected as a key component of the state’s efforts to create an integrated industrial ecosystem for semiconductor manufacturing, technology development and related industries.
Rather than focusing only on land availability, Odisha’s strategy is centred on combining industrial infrastructure with multimodal connectivity. The objective is to create conditions that can support large-scale manufacturing as well as companies operating across the semiconductor value chain.
The development comes as semiconductor manufacturing and electronics have become increasingly important to India’s industrial policy, with states competing to attract investments in chip fabrication, packaging, testing, design and allied technologies.
For Odisha, the Naraj land bank provides a potential platform for attracting such investments in the Cuttack-Bhubaneswar region. Its connectivity advantages could also support the movement of equipment, raw materials and finished products linked to high-value manufacturing.
The state is seeking to leverage its industrial base and infrastructure to diversify beyond traditional sectors and establish a stronger presence in technology-intensive industries.
The semiconductor ecosystem, however, requires more than industrial land. Reliable utilities, skilled manpower, logistics, supplier networks and sustained investment will be critical factors in determining how effectively the proposed ecosystem develops.
With the Naraj initiative, Odisha is attempting to build those foundations early, as competition for semiconductor and electronics investments intensifies across India.
The broader ambition is to establish the state as an eastern India destination for advanced manufacturing, technology partnerships and semiconductor-linked industries, with Naraj emerging as one of the proposed anchors of that strategy.
