NEW DELHI — Odisha is stepping up its semiconductor and electronics ambitions with a focus on Silicon Carbide manufacturing, advanced packaging, chip-related technologies and a wider high-tech manufacturing ecosystem, as the state showcases its investment opportunities at SEMICON India 2026 in New Delhi.

Chief Minister Mohan Charan Majhi inaugurated the Odisha Pavilion at Yashobhoomi on Friday in the presence of Union Minister for Electronics and Information Technology Ashwini Vaishnaw, bringing Odisha’s semiconductor proposition into focus before global industry representatives and investors. The pavilion is showcasing projects, policy support, infrastructure and opportunities spanning semiconductor manufacturing, advanced packaging, chip design and electronics.

The Odisha delegation includes Dr. Mukesh Mahaling, Minister for Electronics & Information Technology, and Chief Secretary Anu Garg, along with senior officials involved in the state’s technology and investment initiatives. Dr. Mahaling currently holds the Electronics & Information Technology portfolio in the Odisha Cabinet.

A key part of the state’s engagement in New Delhi has been its interaction with the Union government on strengthening the semiconductor ecosystem. Mohan Charan Majhi held discussions with Union Electronics & Information Technology Minister Ashwini Vaishnaw on the sidelines of SEMICON India 2026, with the discussions focusing on the way forward for Odisha’s semiconductor development and investment opportunities.

The meeting assumes significance as Odisha seeks to establish itself as a destination for advanced electronics and semiconductor-related manufacturing while India expands its domestic semiconductor value chain.

FROM SILICON CARBIDE TO ADVANCED PACKAGING

Odisha’s emerging semiconductor story extends beyond conventional electronics manufacturing.

Among the major projects being developed in the state is the Silicon Carbide semiconductor project of SiCSem, which is aimed at manufacturing Silicon Carbide devices including diodes and MOSFETs. The project is part of Odisha’s effort to develop capabilities in power electronics and other high-value semiconductor applications.

Another major project is the 3D Glass Solutions advanced packaging facility at Info Valley in Khordha. The facility is intended to develop advanced glass-substrate packaging capabilities, adding another segment to Odisha’s semiconductor value chain.

The Odisha government has highlighted both projects as important components of its semiconductor strategy, with construction activity already progressing. The Chief Minister has said Odisha has secured two of the semiconductor projects approved under the India Semiconductor Mission — SiCSem and 3D Glass Solutions.

The state’s semiconductor proposition is therefore being built around multiple segments, including semiconductor manufacturing, advanced packaging, chip design, electronics and emerging technologies, rather than depending on a single large fabrication facility.

Infrastructure is another major element of Odisha’s pitch.

During SEMICON India 2026, discussions have also centred on an 871-acre manufacturing park dedicated to information technology, semiconductors and electronics.

Union Minister Ashwini Vaishnaw said the proposed park is being planned with modern infrastructure, including connectivity, internet facilities and reliable power infrastructure. Its proximity to Bhubaneswar and airport connectivity is also being highlighted as an advantage for investors and technology companies.

The proposed park adds a larger industrial dimension to Odisha’s semiconductor strategy by creating space for manufacturing units, technology companies and supporting businesses.

ODISHA’S INVESTMENT PITCH

At SEMICON India 2026, Odisha is seeking to attract additional investors and technology partners by presenting its industrial infrastructure, policy framework, skilled workforce and emerging semiconductor projects.

The state’s pitch comes at a time when India itself is broadening its semiconductor strategy. Under Semicon 2.0, the national programme is targeting the wider value chain — including chip design, semiconductor materials and machinery, fabrication, advanced packaging, applied research and talent development.

Union Minister Ashwini Vaishnaw has also said that India is moving toward a broader semiconductor ecosystem, with domestic chip design and manufacturing capabilities expanding and India-made chips beginning to enter international markets.

For Odisha, this national expansion creates an opportunity to attract projects beyond traditional industrial sectors.

FOCUS ON HIGH-SKILL EMPLOYMENT

The semiconductor sector is also being viewed as a potential source of high-value employment for Odisha’s educated workforce.

Projects involving Silicon Carbide, advanced packaging, electronics and semiconductor-related technologies require engineers, technicians, researchers, software specialists, equipment professionals and other skilled personnel.

The state government has therefore linked its semiconductor strategy not only to investment but also to technology-driven employment and the development of a skilled workforce.

At the national level, the semiconductor programme is similarly placing increasing emphasis on talent development, with the Union government targeting large-scale training of semiconductor professionals and technicians.

FROM LAND TO TECHNOLOGY ECOSYSTEM

Odisha’s semiconductor strategy is consequently moving toward a broader model: making land and infrastructure available, attracting anchor projects, developing advanced packaging and semiconductor-device capabilities, and building the supporting ecosystem required by high-tech manufacturers.

The challenge will be to convert announced and approved projects into operational facilities while ensuring the availability of skilled manpower, suppliers, logistics, utilities and technology partnerships.
