Trump announced the proposal during his address at the Republican Party’s midterm convention in Dallas on September 9. He linked the proposed payment to what he described as the strong economic performance of his administration and made Republican control of Congress the central condition for the payout.

What Trump Promised

Trump said that if Republicans win both chambers of Congress in the November elections, his administration would issue a $5,000 dividend to every adult citizen.

Vice President JD Vance indicated that wealthy Americans could potentially be excluded, while other reporting has linked the proposal to revenue generated through tariffs. However, tariff collections would need to be weighed against the enormous potential cost of the proposed payments.

Congress Would Face a Major Role

Another key question is whether the president could implement such a programme without congressional legislation.

Legal and political experts have raised questions about the authority required to make direct payments on this scale. Any large federal spending programme would face scrutiny over its statutory basis, funding and budgetary implications.
