Rice Procurement Dispute Puts Spotlight on Centre-State Coordination as Odisha Awaits FCI Lifting
BHUBANESWAR, SEPTEMBER 4: Odisha’s Food Supplies and Consumer Welfare Minister Krishna Chandra Patra has expressed strong dissatisfaction over the alleged delay in rice lifting by the Food Corporation of India (FCI), saying repeated efforts to resolve the issue at the Centre have produced little tangible progress.The minister’s remarks have brought renewed attention to the growing friction over the movement and procurement of rice from Odisha. According to Patra, the state has repeatedly raised the issue with the concerned authorities, but the problem remains unresolved.Taking a critical view of the situation, the minister questioned why Odisha’s concerns were not receiving adequate attention despite repeated representations. He alleged that while FCI appears responsive to the requirements of other states, Odisha continues to face difficulties in getting its rice stocks lifted.The statement also highlights the limits of repeated political and administrative efforts in New Delhi. Patra indicated that making repeated visits to Delhi has not resulted in the desired outcome, raising questions over the effectiveness of the state government’s efforts to secure a solution.The issue could create additional pressure on the Odisha government, particularly if substantial quantities of rice remain pending for lifting. Any prolonged delay may also raise concerns about storage capacity, procurement management and the overall handling of foodgrain stocks in the state.The minister’s remarks have therefore put the spotlight not only on FCI’s role but also on the Odisha government’s ability to effectively negotiate with central agencies and ensure that the state’s concerns are addressed.With the dispute continuing, the key question remains whether the Centre and FCI will take concrete steps to clear the pending rice stocks or whether Odisha will continue waiting despite repeated requests from the state government.
