Essar-Backed Company Plans $15 Billion Steel Complex in Iowa, Eyes 10 Million-Tone Annual Capacity

Mesabi Metallics links Minnesota iron ore with a new Iowa steel facility in an ambitious mine-to-mill American supply chain

GTNS, NEW DELHI | SEPTEMBER 29, 2026 , India’s Essar Group is expanding its footprint in the United States with plans for a major integrated steel complex in Iowa, marking a significant new investment in the American metals and manufacturing sector.

Essar-backed Mesabi Metallics has announced a proposed $15 billion investment in a new steel complex in Iowa. The project forms part of an overall $18 billion investment programme in the United States, which also includes the company’s iron ore mining and pelletising operations in Minnesota.

The Iowa facility is planned as the downstream link in an integrated supply chain. Iron ore produced at Mesabi Metallics’ operation on Minnesota’s Mesabi Iron Range is expected to supply the steelmaking complex in Iowa, creating a domestic mine-to-steel production chain within the United States.

Capacity could reach 10 million tonnes

The proposed complex is expected to begin steel production around 2030, with the company planning an initial production capacity of about 7.5 million tonnes a year and expansion towards 10 million tonnes annually. At full development, the facility is being described by the company and U.S. officials as the largest single-location investment in an integrated steel complex in American history.

The project is also expected to generate substantial employment. Essar says construction could create more than 8,000 jobs, while the completed operation is expected to employ at least 1,750 full-time workers.

Technology-led steel production

The planned facility will use direct reduced iron (DRI) and electric arc furnace (EAF) technology. According to Essar, combining hot DRI with EAF steelmaking is intended to improve energy efficiency and reduce emissions compared with conventional coal-based blast-furnace production.

The project will therefore connect mining, iron-ore processing and steel production across Minnesota and Iowa rather than treating the steel plant as an isolated manufacturing unit.

A major U.S. expansion for Essar

The announcement represents a new chapter in Essar’s international metals strategy. The group has described the combined Minnesota-Iowa operation as a fully integrated American steel business, with the objective of producing steel from domestically mined raw material through processing and steelmaking in the United States.

The company has also projected a sizeable wider economic contribution from construction and the first decade of operations, estimating approximately $95 billion in total economic output.

The Iowa project consequently places Essar at the centre of a large-scale U.S. effort to expand domestic steelmaking capacity while building a supply chain connecting American iron ore resources with modern steel production.
