The social-media message about Naveen’s “Odisha-first” politics is also bringing competing development narratives back into the political conversation

SEPTEMBER 19, 2026 , BHUBANESWAR — A social-media video circulating with a message portraying former Odisha Chief Minister and BJD president Naveen Patnaik as a leader identified with Odisha’s interests has opened a broader political conversation beyond the video itself.
The immediate message is about Naveen Patnaik’s political identity. But the timing also places the development record of the previous BJD government alongside the development priorities being projected by the present BJP government led by Chief Minister Mohan Charan Majhi.
The video says that working for Odisha and keeping the state’s interests at the centre were defining features of Naveen Patnaik’s politics. The phrase that Naveen remains the party’s “trust” is clearly political messaging from the BJD rather than an independently established measure of public opinion.
WHY THE DEVELOPMENT QUESTION MATTERS
Naveen Patnaik governed Odisha for nearly 24 years, during which successive governments undertook projects in areas including irrigation, roads, healthcare, education, urban infrastructure and industrial development.
The present political debate is therefore not simply about an individual leader. It is increasingly about how the development record of those years should be remembered and how it compares with the projects, schemes and investment initiatives now being pursued by the Majhi government.
At the same time, development projects frequently extend across more than one government. A project inaugurated by one administration may have been planned, sanctioned or constructed under an earlier administration. For that reason, inauguration figures alone do not establish which government originated or completed a particular project.
THE NAVEEN GOVERNMENT’S DEVELOPMENT LEGACY
During the final phase of the previous government, Odisha continued to expand public infrastructure, healthcare and irrigation programmes. Large projects were announced and implemented across districts, while the state also pursued industrial investment and infrastructure development.
The BJD now uses this broader record as part of its political argument that Naveen Patnaik’s governance should be assessed through the development work undertaken during his long tenure.
The political significance of the present video is therefore that it seeks to reconnect Naveen’s public image with this larger governance narrative rather than allowing the discussion to remain limited to electoral politics or party organisation.
WHAT THE MAJHI GOVERNMENT IS HIGHLIGHTING
The Mohan Charan Majhi government has been building a different development narrative around infrastructure expansion, welfare programmes, industrial investment, rural connectivity, urban development, health and new technology sectors.
According to the Odisha Chief Minister’s Office, the government said in June 2026 that 121 new schemes, programmes or initiatives had been announced during its first two years. Its reported priorities included Subhadra, healthcare coverage, roads and bridges, irrigation expansion, rural housing and drinking-water connections, tourism infrastructure and investment promotion. These are government-reported figures and should be distinguished from independently measured outcomes.
The Majhi government has also placed considerable emphasis on attracting new investment. In April 2026, the state government said 36 industrial projects involving a proposed investment of ₹40,811 crore had been inaugurated or had foundation stones laid in Khurda district.
The semiconductor sector has recently become another important part of this agenda. On September 18, 2026, Majhi said five semiconductor projects were under construction in Odisha and that discussions were continuing with additional companies during SEMICON India 2026.
SAMBALPUR DEVELOPMENT PUSH
The development debate has also become visible in western Odisha.
On September 16, 2026, the Majhi government inaugurated India’s 51st Doppler Weather Radar at Sambalpur and launched or initiated 50 development projects worth about ₹960 crore. According to the state government, 15 projects worth ₹133.47 crore were inaugurated and foundation stones were laid for another 35 projects worth ₹825.83 crore. The projects cover health, roads, buildings, irrigation, sports and rural development.
These initiatives give the present government a concrete set of projects around which it is building its own development narrative.
WHERE THE POLITICAL ARGUMENT IS MOVING
The BJD video can therefore be viewed as part of a larger political effort to keep Naveen Patnaik’s governance record in public discussion.
The BJP government, meanwhile, is presenting its own projects and policy initiatives as evidence of a different phase of Odisha’s development.
The two narratives are not identical.
The BJD’s political message places emphasis on Naveen Patnaik’s long-term association with Odisha and his government’s record.
The Majhi government’s narrative places emphasis on new schemes, infrastructure projects, industrial investment, technology and its stated long-term goal of “Samrudha Odisha 2036.”
The development comparison should therefore be made project by project: what was announced, what was sanctioned, what was completed, how much was spent, how many people benefited and what measurable outcome followed.
NOT JUST A VIDEO — A COMPETING DEVELOPMENT NARRATIVE
The importance of the video lies less in its production itself and more in the political discussion it is attempting to revive.
By bringing Naveen Patnaik’s “Odisha-first” image back into circulation, the BJD is also reopening the question of what the previous government delivered during its long tenure.
The BJP government has an opportunity to put its own record against that history through measurable outcomes from its current programmes and projects.
For citizens, the central issue is therefore larger than competing political slogans: which development commitments have actually been completed, which remain under implementation, what has changed on the ground, and what evidence supports the claims made by each political side?
